The Unión Comunera is a Venezuelan grassroots political movement of communes that emerged in the early 2020s to articulate communal councils and popular assemblies nationwide, promoting direct democracy, anti-imperialist socialism, and the legacy of Hugo Chávez’s Chavismo as a pathway to replace traditional state institutions with a networked “commune state.”
It held its Foundational Congress on March 3–4, 2022, in El Maizal, where over 450 delegates from urban and rural areas adopted programmatic bases and statutes emphasizing popular power, communal production, and resistance to imperialism.
The movement positions itself as an autonomous expression within the Bolivarian Revolution, critiquing bureaucratic tendencies in the state while advocating for communes as the foundational units of a new socialist society, with activities spanning territorial organization, ideological formation, and economic self-management.
Its statutes outline a non-hierarchical structure based on rotating leadership and consensus-driven assemblies, aiming to expand communal governance to counter neoliberal pressures and foster international solidarity among progressive forces.2

De Unión Comunera is een Venezolaanse politieke basisbeweging van communes die begin jaren 2020 is ontstaan om gemeenschapsraden en volksvergaderingen in het hele land te coördineren, waarbij directe democratie, anti-imperialistisch socialisme en de erfenis van het chavisme van Hugo Chávez worden bevorderd als een weg om traditionele staatsinstellingen te vervangen door een in netwerken georganiseerde „commune-staat“.
Op 3 en 4 maart 2022 hield de beweging haar oprichtingscongres in El Maizal, waar meer dan 450 afgevaardigden uit stedelijke en landelijke gebieden programmatische grondslagen en statuten aannamen waarin de nadruk lag op volksmacht, gemeenschappelijke productie en verzet tegen het imperialisme.
De beweging positioneert zich als een autonome stroming binnen de Bolivariaanse Revolutie, kritisch ten opzichte van bureaucratische tendensen in de staat, en pleit voor communes als de fundamentele eenheden van een nieuwe socialistische samenleving, met activiteiten die zich uitstrekken over territoriale organisatie, ideologische vorming en economisch zelfbeheer.
De statuten schetsen een niet-hiërarchische structuur op basis van roulerend leiderschap en op consensus gerichte vergaderingen, met als doel het gemeenschapsbestuur uit te breiden om neoliberale druk tegen te gaan en internationale solidariteit onder progressieve krachten te bevorderen
